BTW I gave you admin privileges, so you can sign in and see the instructions for yourself. I back up the forum often, but this sounds like the forum has to go down, to update. So won't be doing that for awhile.
It means accessing the actual directory the files have been copied to on your web browser. Whether that's through a public FTP link or directory through whatever management godaddy uses (like cpanel) depends.
For instance, if the files are located in: http://www.brainout.net/forum/install
<-- you would navigate to that path (in a browser) and launch whatever HTML is in it
