So under Windows 7 / 8 / 8.1 and 10, the wsqmcons executable known as the Window SQM Consolidator (found under c:\windows\system32\wsqmcons.exe) sends data to the following Microsoft URLs: sqm.telemetry.microsoft.com sqm.telemetry.microsoft.com.nsatc.net
EVEN WHEN you opt out of the Customer Experience Improvement Program. Here's proof, I found it sending data back without my authorization caught by GlassWire:

Microsoft has the SQM Consolidator it communicating back to sqm.telemetry even when you opt out of CEIP (during Windows Vista, the SQM Consolidator was exclusively for CEIP, but now integrated into telemetry).
So Ed Bott, Adrian Kingsley-Hughes and Woody Leonhard... all LIE when they say opting out of CEIP doesn't send data to Microsoft.
Speaking of which, I don't even have the diagtrack or telemetry services installed. So even on a fresh Windows 8.1 install without Windows Update, Microsoft has certain things still calling home.
